ICANN: Public Comment: Amendment for Partial Bulk Transfer in dot-COM & dot-NET

ICANN logoICANN is opening a 30 day public comment period on a proposed amendment from VeriSign to Appendix 7 of the dot-COM and dot-NET Registry Agreements.

On 29 July 2009, ICANN posted for public information a request submitted by VeriSign through the Registry Services Evaluation Process (RSEP) for Bulk Transfer After Partial Portfolio Acquisition (BTAPPA) in dot-COM and dot-NET. The VeriSign request is available at icann.org/registries/rsep/verisign-btappa-request-29jul09-en.pdf [PDF, 56K].

As provided for by existing consensus policy (icann.org/en/registries/rsep/rsep.html), ICANN performed a preliminary review to determine whether the proposal might raise significant security, stability, or competition issues. On 13 August 2009, ICANN notified VeriSign that the request was approved pending resolution of the necessary amendment.

The proposal requires an amendment to Appendix 7 of the dot-COM and dot-NET Registry Agreements. Pursuant to the RSEP and standard ICANN processes, this amendment is being posted for public comment. This is not intended for action during the ICANN meeting in Seoul, Korea.
